Rural poverty approaches, policies & strategies in Georgia

The government's Economic Development and Poverty Reduction Programme of 2003 points to economic growth as the main engine for increasing job opportunities and diminishing poverty levels. The national strategy includes programmes designed to:

  • improve governance and transparency
  • create a stable macroeconomic environment and improve the business climate
  • foster human development and reduce the vulnerability of poor people through better-targeted safety nets and improvements in services such as health, education and water supply
  • develop priority sectors such as energy, transport, communication and agriculture, while protecting the natural environment

The strategy includes several key policies specific to the agricultural sector:

  • completing land reform, including privatization and establishment of a land market to facilitate introduction of rural credit and insurance systems
  • developing infrastructure in rural areas
  • fostering a balanced flow of exports and imports
  • introducing an efficient system of rural credit, including microfinance
  • promoting cooperation between farmers and entrepreneurs
  • developing the capacity of agro-processing agribusinesses
