Rural poverty approaches, policies & strategies in Honduras

The government of Honduras has maintained economic stability and made some progress towards reducing poverty. Its Poverty Reduction Strategy (PRS), prepared in 2001, was revised in 2006. The strategy has four main objectives:

  • furthering sustainable growth
  • reducing rural and urban poverty
  • protecting vulnerable groups
  • improving governance and environmental management

Specific goals are to maintain steady economic growth, to increase access to basic education, primary health care and clean drinking water nationwide, and to reduce infant mortality and malnutrition.

The Ministry of Agriculture presented its Strategic and Operational Plan for the Agricultural Sector 2006-2010 in September 2006. The new plan orients rural development in five directions:

  • supporting competitiveness and quality in production
  • furthering integration of value chains for food and agricultural products
  • developing equal opportunities for small-scale farmers and labourers, especially women
  • establishing a new institutional framework for the agricultural sector
  • promoting public and private sector coordination

To implement its strategic plan, government policy includes a focus on:

  • improving access to technological innovations
  • promoting efficient and equitable commerce
  • improving sustainable animal and plant health services
  • generating and sharing strategic information
  • building human resources capacity
  • providing sustainable access to agricultural credit and rural financing
  • providing access to land security and equity
  • promoting sustainable use of natural resources
  • implementing institutional reforms
