Rural poverty approaches, policies & strategies in the Kyrgyz Republic

Since 1999, an average annual growth rate of about 4 per cent in GDP has contributed to a substantial reduction in rural poverty. Sustained agricultural growth and measures to raise productivity and farm incomes are key priorities of the national poverty reduction strategy. The strategy focuses on structural reform and on diversifying the economy and mobilizing savings to finance investments. In 1996 the government established the Kyrgyz Agricultural Finance Corporation (KAFC) to support development in the rural finance sector and provide poor rural people with access to the financial services they need to improve their livelihoods.

In 2001 the government adopted a Comprehensive Development Framework for the Kyrgyz Republic to the year 2010, with the primary objectives of enhancing political and social well-being and achieving economic prosperity, together with freedom, human dignity and equal opportunities for the people of the Kyrgyz Republic. The strategy takes a participatory approach towards development. Its goals are:

  • an effective, transparent public administration
  • a fair society
  • sustainable economic growth
  • poverty reduction

The National Strategy for Sustainable Human Development for the period from 1997 to 2015 provides a long-term vision for strengthening governance within an integrated, holistic framework. The country’s development strategy for 2006-2010 gives high priority to developing agricultural support services and improving normative and legislative measures regarding agriculture.

The Agrarian Policy Concept of the Kyrgyz Republic to 2010, prepared in 2004 by the Ministry of Agriculture, emphasizes the importance of:

  • introducing a more sustainable system of pasture management
  • strengthening agricultural advisory services
  • improving veterinary services, which are in urgent need of reform
