Rural poverty approaches, policies & strategies in Moldova

The Republic of Moldova’s economic strategy gives high priority to agricultural and rural development as a means of increasing rural incomes and living standards. The government’s Economic Growth and Poverty Reduction Strategy Paper (EGPRSP), which was drawn up in 2004 and covers the period up to 2015, was the first step in launching a national plan to reduce poverty.

The strategy’s central policies emphasize sustainable and socially oriented development, the reintegration of Transnistria to the country, and European integration. The plan foresees medium-term economic growth with strong roots in private-sector activities.

Medium-term objectives include:

  • sustainable and inclusive economic growth
  • reduction of poverty and inequality and increased participation of poor people in economic development
  • development of human resources

The government is now mainstreaming the EGPRSP within a National Development Plan (NDP) that includes updated EGPRSP objectives along with relevant elements of the EU-Moldova Action Plan. The objectives of the EU-Moldova cooperation programme include poverty reduction and economic growth.

IFAD and other donors support government reforms that focus on:

  • developing an improved regulatory climate for business
  • developing remittances programmes
  • strengthening the operations of financial markets to give rural enterprises access to the financing they need to expand and to create jobs

In line with the government’s agriculture strategy, IFAD provides support for improving the quality of production and processing to make agricultural products more competitive, with the aim of raising rural people’s incomes through production and marketing of value added products.
