Rural poverty approaches, policies & strategies in Sao Tome and Principe

 

In 2000, Sao Tome and Principe reached the point of decision in the Heavily Indebted Poor Country (HIPC) Initiative and since then has benefited from financial aid under the Initiative for projects that have poverty reduction as a priority. In 2003 the government approved a new National

Strategy for Poverty Reduction built around five principal points:

  • reforming public institutions and strengthening their capacities
  • accelerating and redistributing growth
  • creating opportunities for poor people to increase and diversify their income
  • developing human resources and  improving access to basic social services
  • adopting mechanisms for follow-up and evaluation and strategies for updating priorities

To achieve poverty reduction by 2015 the strategy sets out a series of specific objectives, including:

  • increasing the average growth rate of gross domestic product (GDP)
  • reducing by half the percentage of the population living in poverty by 2010 and to less than one third by 2015
  • achieving universal access to basic social services and improving living conditions reducing class and gender inequalities
  • promoting and reinforcing institutional capacities and a good governance policy
