Rural poverty approaches, policies & strategies in Turkey

 

To reduce poverty, the Government of the Republic of Turkey promotes diversification in the rural economy with the aim of creating employment and counterbalancing the continuing trend of westward and rural-urban migration. Through its Long-Term Strategy 2001-2023, in line with the European Union’s Instrument for Pre-Accession Assistance, the government pursues:

  • high and sustained growth
  • development of human resources and employment in high-technology industries
  • advances in infrastructure
  • regional development

The Agriculture Strategy 2006-2010 emphasizes agricultural competitivity as a crucial goal.

The strategy’s objectives are to:

  • ensure food security and higher income levels by increasing agricultural production and diversifying sources of income
  • strengthen farm competitiveness through improved access to markets and market linkages
  • develop processing initiatives and other agribusinesses
  • establish rural development projects that are based on direct participation and provide direct financing to producers
  • develop farmers’ associations and cooperatives

As a result of Turkey’s reforms in the agriculture sector, small producers will have to adjust their production patterns to the demands of the market, locally, regionally or internationally. They can no longer rely on the state for protection from price instability or insufficient demand.
