Rural poverty approaches, policies and strategies in Yemen

The Government of Yemen's Third Socio-economic Development Plan for Poverty Reduction 2006-2010 charts a strategy for the development of all sectors of Yemeni society and economy. The objectives of the plan are to:

  • achieve a steady improvement in economic growth
  • reduce poverty and improve the quality of life
  • promote good governance
  • reduce regional and gender disparities
  • promote centralization
  • broaden the participation of civil society

The plan's priorities include introducing economic reforms, promoting investments and boosting the private sector while integrating the country into the global market. The agriculture and fisheries sectors will have a role in achieving long-term development goals through implementation of an export-oriented approach directed at regional markets and beyond.

National strategy will boost agricultural output through more efficient use of water. Plans call for building more dams and dikes, increasing the use of modern water harvesting and irrigation techniques, and more rational use of fertilizers and pesticides. Plans include support for research activities and for improved production and marketing methods, including expansion of greenhouses and improved livestock services. In the fisheries sector the government will consolidate the activities of its previous five-year plan, which significantly increased the quantity and value of exports.

The national strategy's aims for development include:

  • expanding safe water supplies and sanitation services in rural areas
  • creating a network of land, air and sea transportation to improve the mobility of people and goods
  • facilitating access to basic social services such as health care and education
  • promoting market integration and economic growth

Overall, the government will work to reduce poverty by:

  • reducing population growth
  • increasing job growth and reducing unemployment
  • increasing women's share in the labour market
